The End of Eternity, a novel by Isaac Asimov (1955.) Here's the flap-copy from a hardcover, which gives a reasonable summary or set-up:

It was another routine assignment for Andrew Harlan - research and observation for a necessary Time change in the 482nd Century. Harlan was an Eternal and one of the best. Highly trained and disciplined, the Etemals belonged to an exclusive organization that ranged through past and present centuries, altering Time when necessary. These slight changes would adjust the imbalance in the long and sometimes tragic history of mankind.

Andrew had been hand picked for the job, and had proved his superior ability throughout the stringent and arduous training period. Through the years he carried out his tasks with the dedication and brilliance expected of him. That is, until he came across the 482nd Century and the mystifyingly beautiful Noys — a non-Eternal.

Love was forbidden to the Eternals, but Harlan suddenly found himself using all his knowledge and training to preserve his life with Noys, knowing that one fatal move could bring ultimate doom to Eternity.
